What this is

SAVP is a protocol for authenticated, auditable, voice-mediated agent-to-agent communication between regulated entities in the Australian superannuation industry. The protocol layers cryptographic verifiability onto a socially-acceptable channel (voice) that institutions already use for inter-fund operations.

This surface is a reference implementation of the Cloudflare-deployable parts:

• Verifier — pure cryptographic verification of dual-signed artefacts. Useful today for testing artefact format proposals against a live implementation.
• Registry — federated identity directory keyed by ABN + capability. Single instance for now; cross-attestation hooks in place.
• Intent schemas — versioned JSON schemas. rollover-status-query v1.2 is fully specified; the rest are drafting stubs per CLAUDE.md §4 L4.
• Cowork plugin (mock) — operator UI showing queued calls and completed artefacts. The Call Plane and Agent runtime are stubbed; the plugin is what an operator would actually use.

What's not here: the Call Plane (audio I/O, SIP, STT/TTS) and per-entity Agent runtimes. Those need persistent server processes and don't fit on Cloudflare Pages. They're the natural next workstream.
